The Tortilla Factory is not a chain spread across country – it’s a family-run business here in Cheyenne with two locations. (There are other restaurants called Tortilla Factory in other cities, they are not the same entity. The Cheyenne restaurant’s website mentions only two locations – the ones here in Cheyenne.)
I visited the one at 2706 S. Greely Highway on Tuesday, May 2, 2017.
If you come north on Greely Highway from Colorado, the Tortilla Factory is on the left hand side of the road and is the first restaurant in Wyoming that you’ll see…. it’s on the outskirts of Cheyenne itself. And obviously, if you’re heading south on Greely Highway into Colorado, the restaurant will be on your right and it’s your last chance to visit a restaurant in Wyoming.
Verdict? Unless you “collect” restaurant experiences and want to eat at every Mexican restaurant in Cheyenne, I do not recommend stopping here.
This is a relatively new building – purpose built in 2015 to house the Tortilla Factory.
The big red entrance doors are very heavy. The one on the left is locked at all times, presumably because of the high winds that are always present. There is no sign saying “use other door,” which is nice for people who want to take photos of restaurants unencumbered by signs marring the “look,” but disconcerting when you try to go in and find the first door they try locked.
You enter through another pair of doors, also heavy, and in the foyer is the counter where there is a sign saying Please Wait to be Seated. To your right in a corner is a case of candy imported from Mexico, and a case of ice cream novelties imported from Mexico. Pinatas hung from the ceiling in this area. That’s a nice touch, actually.
Appearance
The ceilings are high, the décor had a Mexican flavor of wrought iron. The floor was of cement. There are tables in the middle of the floor, and booths along the sides on a raised platform. There’s a TV placed high up in one corner of the room.
Service
The wait staff was friendly, and I was seated promptly. I was alone, and the waitress took me to a booth and seated me on the side so that I was facing the large screen TV on the wall. I don’t know if she did this deliberately so I could watch TV, or if it was the last table in her section, but in any event I enjoyed watching Jeopardy while I waited for my meal.
The waitress brought my food promptly, and was attentive. Although half my food was cold when she brought it (as I will reveal presently) I did not tell her so – probably should have done as how else will they improve if people don’t complain about sub-par food?
Having said that, the restaurant has been in business at this location for two years and when I visited was about a fourth full, so some people like it!
The Hours
This location is open from 6 am to 8 pm Monday through Thursday, and 6 am to 9 pm on Friday and Saturday. It is closed Sunday.
The Food
The Tortilla Factory has several selections for breakfast, lunch and dinner. They offer meats that I’d never seen before, such as Chicharron (pork belly) and barbacoa (sheep), as well as beef, pork and chicken. All the standard Mexican fare – burritos, chimichangas, quesadillas, fajitas, etc. were available.

As with every Mexican restaurant I’ve ever been in, the waitress brought a basket of tortilla chips and salsa before taking my order.
The chips were thick, made of white corn I think, not heated, and they were unsalted. The salsa was watery, and a little too spicy for my taste.
I ordered the chimichanga plate – a “deep-fried burrito” [I chose chicken over barbacoa (sheep) or pork] “smothered with hot or mild green chili [I chose mild], served with rice and beans.”
The plate had not been heated, so it may have been that the beans and rice were hot, but just cooled off while I was taking my photo. However, it didn’t take me that long to take the photo….
In any event, the rice was cold, the refried beans were lukewarm and seemed a bit watery. The mild green chili sauce was so mild as to be tasteless. It too seemed watery.
The chimichanga was hot, and there was lots of white meat chicken filling. The meat itself was tasty. It did not seem to have been deep-fried very long, however – the tortilla did not seem crunchy.
I entered the hallway where the bathrooms were, to be struck by cold. Apparently this section is unheated even during the tail-end of winter. (If you look at the photo of the restaurant exterior, there is a section on the right, extruded from the rest of the building, that is dark brown – that is where the bathrooms are.) There were three stalls – the handicapped one had a sign saying it was out of order. The bathroom itself was clean, with attractive décor. The stalls (except for the handicap stall) were narrow.
The Mexican Candy
I opted to purchase a Carlos V chocolate bar out of the case beside the checkout counter. Imported from Mexico, it was actually a Nestle brand. And despite being apparently made by Nestle, it lacked the sweetness of Nestle chocolate to me…it seemed more like Hershey’s! [That of course is not the fault of the Tortilla Factory!]
Parking
The restaurant has its own parking lot. Half of it is paved, and is marred by several “islands” that can make it difficult to navigate. The other half of the parking lot is gravel.
Verdict
As stated in my introduction, I cannot recommend the Tortilla Factory on Greeley Highway. At least, not for their tortilla chips, salsa, and chimichanga plate.
