Local Restaurant Review: The Tortilla Factory on Stillwater in Cheyenne

The day after I had the Chimichanga Plate at the Tortilla Factory at 2706 S. Greeley Highway, I went to the Tortilla Factory at 1507 Stillwater Ave, Suite G. Here’s their website: tortillafactory.net/stillwater-ave/3933684


The Two Tortilla Factory restaurants

There are two Tortilla Factory restaurants in Cheyenne, both owned by the same family – and not connected to any other restaurants named Tortilla Factory in other parts of the country.

Until 2015, the Tortilla Factory on Greeley Highway was in a converted office building. In 2015, it moved into a purpose built building at 2706 S. Greeley. It’s a table service restaurant, with earthenware plates and metal silverware.

This restaurant is on the south edge of Cheyenne, just six miles from the border with Colorado. It’s the first restaurant you come to after you pass into the state from Colorado on Greeley Highway (US 85).  You can read my review of that restaurant here.

There’s nothing of a tourist nature around this restaurant. About one mile further north is a Safeway grocery store, and a Town & Country liquor store, which I mention because they typically sell 20-packs of Pepsi products for the best price in town.

The Tortilla Factory at 1507 Stillwater is just off Dell Range Boulevard, which is a “main drag” in Cheyenne and which I call “restaurant row.” In addition to such chain restaurants as Chili’s, Olive Garden, and IHOP, it’s on this road that you’ll find the big box stores of Sam’s Club, Walmart and Target. There’s also a Barnes & Noble book store on this road.

If you take Greeley Highway/I-85 north through Cheyenne, it will turn into Warren Avenue, a one way also going north. Keep on going until you see the exit for Dell Range Blvd (just pass the Cheyenne Airport). You can only take Dell Range Blvd to the right, or east. (If you’re coming south on I-85, which at this point is called Yellowstone Rd, you’ll turn left/east on Dell Range.)

Within a mile or so you’ll come to Stillwater Ave. Turn right. The road curves past one strip mall, and you will enter the second strip mall and park there. The Tortilla Factory is not in a stand-alone building, it’s adjacent to a Christian bookstore and there’s also an Italian restaurant, L’Osteria Mondello, two doors down on the left.

The Interior

This Tortilla Factory does not have table service. You take a look at the menu above the grill, and if you don’t see what you want, there’s a Take Out menu by the cash register that has more menu items. There was also a refrigerated case offering Mexican ice cream and fruit bars.

When I first entered the restaurant I did not see the Chimichanga Plate listed on the overhead menu – but it was on the Take Out menu and I ordered it. The Chimichanga Plate consists of a chimichanga, rice and refried beans.  I was asked if I wanted mild or hot green chili, and asked for mild.

I asked for a courtesy glass of water and received that.

The counter rep was friendly, and said she’d bring my order out to me. There were two alcoves with tables in them, one small, the other much larger, and attractively furnished with imagery from Aztec myths and Mexican pastoral scenes on the walls.  There were a handful of people in the restaurant. There were also two tables where people had clearly eaten and left food crumbs, which weren’t cleaned in the half hour that I was seated in the restaurant, even though it wasn’t particularly busy.

The Food

The counter rep/waitress brought my plate, and I was surprised to see that it was a Styrofoam plate. There was also no silverware – plastic knives and forks were available opposite the grill/ordering counter.  (There was also no chips and salsa, though I was charged the same price as at the Greeley location.)

The rice was hotter than it had been at the Greeley location, but only barely. It also cooled off quickly, because obviously this plate wasn’t heated either.

The refried beans were hot, but also cooled off quickly. They seemed a bit watery – much the same as at the Greeley location.

The chimichanga, however, was good. It had definitely been deep-fried, and had the golden-brown look and taste that deep-frying produces. The green chili sauce had small bits of green chili in it which imparted a good flavor. The chimichanga was more “swimming” in the sauce than smothered in it, though. (In other words – watery.) Nevertheless, I was much more pleased with this chimichanga than the one at the Greeley location, even though it seemed to be a mixture of half-dark meat and half-white meat. (I prefer white meat chicken).

My verdict is that the main entrée was adequate but the sides left much to be desired. This Tortilla Factory is probably one of the less expensive Mexican restaurants on “restaurant row” (aka Dell Range Blvd).

In discussing this Tortilla Factory location with a friend who likes Mexican food, he seemed surprised that I didn’t care for the food, and told me that it has “great tamales.”  I offer that information for what it’s worth.

Women’s Bathroom

The women’s bathroom is a single bathroom – no stalls. It was clean. The door did not seem too heavy to open. It wasn’t particularly warm, but it was not freezing as were the women’s bathrooms at the Greeley location!
